Whoever was in charge of fixing this column seriously could have done better. The plastic wrapping used here was clearly not enough to hold up the weight of this massive structure. While it was a poorly built column, to begin with, whoever was sent in to patch it up did not do a thorough job.
In fact, the bricks will start to crumble and tumble under the slightest pressure. Interestingly, the ancient Romans were experts in building with bricks and concrete, and their structures still stand tall today. It just goes to show that quality construction is worth investing in for the long haul.
